In October 1934, on the proposal and with the active involvement of Col. Petar Dimkov, commander of the 8th Coastal Infantry Regiment, a “Committee at the Archaeological Society for the Construction of a Monument – Tomb in Memory of King Wladyslaw of Varna” was established to serve “as a lesson for posterity,” to “show that the Bulgarian people value all fighters for its liberation,” and to “serve as a pledge of eternal friendship between the two brotherly nations – the Bulgarian and the Polish.”
Shortly thereafter, the idea was expanded: “This mausoleum will be visited by Turks, Poles, Czechs, Bulgarians, and Romanians. Former enemies will have the opportunity to extend a brotherly hand to one another for a peaceful life in the future.”
Among the founders of the committee were the Polish plenipotentiary minister in Sofia, A. Tarnowski, who became honorary chairman, Col. P. Dimkov, – chairman; and the vice-chairman was the mayor of Varna, St. Savov. Other members included Archimandrite Inokentiy, the Polish honorary consul in Varna A. Frangya, the director of the Archaeological Museum K. Shkorpil, the chairman of the Archaeological Society V. Gochev, the Varna police commandant B. Germanov, the mayors of the villages of Aksakovo and Vladislav, etc.

In the committee’s statute, approved by the Ministry of the Interior and Public Health and adopted in May 1935, its name was specified as the “Vladislav Varnenchik Committee.” The provisions in the statute and accompanying documents –the project for the mausoleum to be coordinated with the Minister of War, the instructions of the “Military Museums, Monuments and Graves” Department be followed, the built park-mausoleum together with its documentation be handed over to the Ministry of War “for maintenance in good condition for all time”, indicate that the memorial was intended to have a clear military profile.
The Committee has five separate departments: technical, afforestation, historical, property alienation and administrative, which take care of the relevant activities. Fundraising for these activities was accepted to be done through donations from citizens, municipalities, organizations, ministries, from the Warsaw Committee for the Construction of a Monument to King Wladyslaw, from the sale of illustrated postcards and other items.
The Committee carried out significant work to publicize the initiative for the mausoleum’s construction and to raise funds among the population. It actively worked with institutions and organizations in the country and abroad. It addressed specific requests to the Prime Minister for the free provision of quarried stones from the state quarry near the village of Gebedzhe (today’s Beloslav), to the Ministry of War, from which requested chains left over from the Russo-Turkish War, to the Ministry of Justice for provision of prisoners (for workers), and many others.
Research was also undertaken to clarify the nationalities that had taken part in the battle. An interesting fact is that on this occasion they wrote a letter to the Pope with a request about the names of all clerical and secular members of the Papal Guard who had participated in the battle, so that they could be inscribed on a commemorative plaque.
The letters to the Polish, Czech, Hungarian, and Romanian plenipotentiary ministers for the provision of objects from the period can be defined as an idea for creating a museum collection. In the letter sent to the Turkish trade consul in Varna, the idea was expressed even more clearly: “In the very mound of Wladyslaw, to build a mausoleum in which various weapons, armours, and other objects from that era will be preserved.”
On the designated area for the park (partly municipal property, and the rest purchased by the municipality from private owners), a landscaping plan was prepared by Anton Novak, head of the municipal flower gardens at Varna municipality, together with eng. L. Dimov.
